Engineers were scheduled to fan out along Israel's southern border Nov. 22 and prepare the ground for the construction of the barrier and electronic fence. The nearly $375 million, 155-mile project is being un- dertaken in order to prevent migrantworkers from entering Israel as well as to deter terror- ists and drug smugglers. Hundreds of illegal migrants from Africa enter Israel each week. Nearly 11,000 have en- tered Israel since January, ac- cording to Israel's Population and Immigration Authority. Most are economic migrants searching for work, though a couple hundred asylum seek- ers have been granted refugee status in recent years. Dozens of migrants, who pay smugglers thousands of dollars to help them cross the border from Egypt into Israel, have been shot and killed by Egyptian soldiers. New evidence reportedly links Hezbollah to Hariri killing NEW YORK (JTA)--New evidence links Hezbollah to the assassination of former Lebanese Prime Minister Rafik Hariri, according to a Canadian Broadcasting Corp. report. The evidence of Hezbollah's link to the 2005 assassination, unearthed by United Nations investigators and a Lebanese police officer, was published Sunday by the CBC following a months-long investigation. An Israeli Hummer patrols the Israel-Egypt border near Nitzana, Israel, in the western Negev Desert. The report accuses the United Nations International Independent Investigation Commission of having impor- tant information on the case that it did not pursue, specifi- cally phone records showing Hezbollah officials were in contact with the owners of the cell phones used to coordinate the bomb that killed Hariri. The Lebanese officer who helped crack the case was killed by a car bomb after his assistance became known. Syria and pro-Syrian offi- cials have been implicated in the assassination. Hezboilah leader Hassan Nasrallah claims Israel killed Hariri. The mandate of the U.N. commission has expired, but a special tribunal was named to carry out prosecutions. Indict- ments are expected by the end of the year, according to The Washington Post. Mike Tyson reportedly planning kosher restaurant chain NEW YORK (JTA)--Mike TYson reportedly is planning to launch a chain of high-end kosher restaurants. The former heavyweight boxing champ is in talks with businessman Moshe Malamud, owner of the Franklin Mint and chairman oftheAsian technol- ogy service provider emaimai, to break into the kosher-food business, the New York Post reported last Friday. "They discussed the concept as well as the name, but noth- ing was finalized," a represen- tative of the kosher Manhattan restaurant Solo, where the men dined, told the Post. TYson decided last spring to begin following a strict vegan diet, which he says gives him more energy. "These attacks reflect the continued buildup of arms and munitions by Hamas and other terrorist organizations in the Gaza Strip," Meron Reuben, Israel's ambassador to the United Nations, wrote in a let- ter sent to Secretary-General Ban Ki-moon. Last Friday, before the letter of complaint was delivered, Israel's military attacked Gaza twice, bombing smuggling tunnels in southern Gaza. Plan to renovate Western Wall Plaza approved JERUSALEM (JTA)--Is- raers Cabinet approved a $23 million plan to renovate the Western Wall Plaza and part of Jerusalem's Jewish Quarter. The five-year plan approved Sunday will preserve and im- prove accessibility to archeo- logical findings, upgrade infra- structure and provide a place to hold educational activities for students and soldiers, ac- cording to a statement issued by the Prime Minister's Office. Work is expected to start next year and be completed in 2015. Some 8 million people vis- ited the Western Wall in 2009, up from 4 million in 2004. The plan will be adminis- tered by the Prime Minister's Office andwiilbe implemented through the Western Wall Heritage Foundation. It will be financed by the interior, transportation, tourism, pub- lic security and education ministries, as well as by the Israel Land Administration, according to the statement. "The Western Wall is the Jewish people's most impor- tant heritage site," Prime Minister Benjamin Netanyahu said. "We are committed to developing and maintaining it so that it may continue to be the focus of visits and a source of inspiration for millions of visitors, tourists, young and old, from Israel and around the world." Israeli soldiers put on probation for using child as shield JERUSALEM (JTA)--Two Israeli soldiers convicted of using a Palestinian child as a human shield during the Gaza war were sentenced to three months of probation. The military court on Sun- day also demoted them from staff sergeants to sergeants. The soldiers have completed their three years of manda- tory military service, but both plan to serve in the reserves, according to reports. Arab-Israeli lawmaker Ahmed Tibi objected to the sentence as being too lenient. The soldiers, who have not been identified, were convicted in early October of inappropri- ate behavior and overstep- ping authority for forcing an ll-year-old Palestinian boy to open bags they believed to be armedwith explosives duringa search conducted in southern Gaza City in January 2009. They were the first convic- tions on the use of human shields, which is prohibited by Israeli military protocol, according to Haaretz. An investigation into the incident was opened in July, prior to the release of the Goldstone report, following the release of a special United Nations report on children and armed conflict, and after a complaint filed by the Israel office of Defense for Children International. The soldiers "hurt the child and left a mark on him," the judges said in their ruling. The presiding judge added, how- ever, that the court could not "ignore the difficult conditions in which fighters sent by the State of Israel had to operate." Following the military court's decision, Tibi of the United Arab List-Ta'al Party said the light sentence levied on the soldiers showed that Arab lives are worth less than Jews. "The entire system conveys the message that the life of an Arab, especially the life of a Palestinian child, is worth less," he said. "It's no surprise that up to now, hundreds of Palestinian children have been killed by the Israeli army, and it has not led to any punishments or even condemnation." Egypt's Jewish community head a no-show for retrial NEW YORK (JTA)---The president of Egypt's Jewish community will be retried in an Egyptian court on fraud charges, despite not showing up for the trial. Carmen Weinstein, 82, did not appear for the beginning of her trial in Heliopolis Ap- peals Court on Nov. 20. The court determined that it had the jurisdiction to retry Wein- stein, the Egyptian newspaper AI-Masry AI-Youm reported. Weinstein was convicted in July by an Egyptian court and sentenced to three years in prison, as well as fines and restitution totaling more than $8,000. She was alleged to have fled the country following her con- viction in order to avoid prison. Weinstein was convicted of selling an Egyptian business- man a Jewish community building that did not belong to her and then refusing to return his money. Weinstein said documents proving she had sold the building for 3 million Egyptian pounds, or $520,000, were forged. On Oct. 30, an Egyptian court annulled her sentence and ruled that Weinstein should be retried before a new court. Weinstein's lawyers ap- pealed the new trial, and say theywill now appeal to ahigher court, according to AI-Masry AI-Youm. Weinstein heads a Jewish community of only dozens of members, most of whom are women. According to the Jerusalem Post, she rents out a few buildings to support the community. Holocaust-denying bishop hires extremist lawyer NEWYORK (JTA)--Richard Williamson, a Catholic bishop who has denied the facts of the Holocaust, has retained a law- yer close to neo-Nazi groups to defend him. Williamson, amember of the Society of St. Pius X breakaway sect, has hired Wolfram Nah- rath, a member of the far-right National Democratic Party, according to the German news agency DPA, as his attorney in his appeal ofafine for Holocaust denial. DPA cited tier Spiegel maga- zine in noting Nahrath's NPD membership, and also reported that he led the Viking Youth, a neo-Nazi organization modeled on the Hitler Youth, until itwas banned in 1994. Williamson is appealing the more than $22,473 fine for Ho- locaust denial imposed in 2009 and upheld in April by a court in Regensburg. The American Gathering of Holocaust Survivors and their Descendants, which has called on Pope Benedict XVI to ban Williamson from the Church, said in a statement that "Wil- liamson's grotesque comments denigrating the tragedy of the Holocaustare now compounded by his engaging a notorious right-wing extremist as his lawyer." Elan Steinberg, vice president oftheAmerican Gathering, said in the statement that "Holocaust survivors call on Pope Benedict to categorically assert moral authority and reinstate the excommunication of Bishop Williamson, which was lifted last year," Williamson, of London, was fined in connection with an interview in Regensburg in late 2008 with the Swedish broad- caster SVT in which he called the murder of Jews in gas chambers during the Holocaust "lies, lies, lies." He also allegedly denied that any Jews were murdered in gas chambers during the Holocaust and insisted that not more than 300,000 European Jews were killed in all. Holocaust denial is illegal in Germany. Williamson is one of four bishops rehabilitated by Pope BenedictXVI in January2009 in hopes of healing a rift between conservative and progressive Catholics. Safed rabbi faces suspension over ruling on Arabs JERUSALEM (JTA)--The chief rabbi of the northern Israeli city of Safed may be suspended for calling on Safed's Jews not to rent apartments to non-Jews. Minority Affairs Minister Avishay Braverman on Nov. 17 asked Justice Minister Yaakov Neeman to suspend Rabbi Shmuel Eliyahu as the mu- nicipal rabbi, a position paid by public funds. Braverman said in a letter to Neeman that Eliyahu was harming the social fabric between Jewish and Arab residents of the Galilee and that he was taking advantage of his public position to make such pronouncements, Haaretz reported. "Moreover, as an appointee of the state, the rabbi is obligated not to work against it. His con- tinued incitement against the Arabs in the Galilee does not serve the needs of the state," Braverman's letter said. Braverman also charged that Eliyahu, who he said has been inciting against Arabs for several years, could light a "fire that could lead to war between the Jews and the Arabs of the Galilee." A group of rabbis last month signed on to the letter calling on Jews not to rent to non-Jews in the northern Israeli city.
