Pmje 2. HERITAGE, Florida Jewish News, June 20._ !980 ditor's Desk By Gene Starn, Editor & Publisher The Jewish 'Connection' and Congressman Kelly The Jewish Federation's involvement in the Congressman Richard Kelly probe of possible illegal political corruption is causing quite a stir in the community. We do not know if Kelly is innocent or guilty of stuffing $25,000 in his pockets, as has been said by the FBI in the ABSCAM disclosures. We have heard all sorts of tales about Congr. Kelly, pro and con, and leave the final judgement to our judicial system. But as far as the Federation, its executive director, Paul Jeser, and his compatriots, Jim Shipley and Harris Rosen are concerned, we can't help but conclude that they are innocent victims of a great deal of publicity and unfortunate timing. We have been fairly close to the politicking of many in the Jewish community, especially in their efforts to improve the support for Israel in Congress. We have attended many gatherings where the candidacies are discussed. And it is common knowledge that Kelly has not been looked upon favorably as a supporter of Israel, primarily because of his negative voting record (among the worst in the House) on aid to the Jewish state. They keep trying and hoping to convince even the most outspoken that their cause is just and beneficial, for both Israel and the United States. So it is not unusual when Kelly suddenly phones for help in arranging an itinerary to Israel and asks whom and what to see that Jeser and company leap at the opportunity. Here, finally after three years of suggesting and cajoling, the reluctant Congr. Kelly is acceding to make the journey that might possibly make him understand America's need to help Israel. Despite the fact that he is already up to his shirtsleeves in the 1980 CJA campaign preparations, Jeser offers to make all the arrangements. And because of his personal relationship with Prime Minister Begin, Shipley is asked to accompany the Kelly group, to "lead him by the hand," so to speak. Keep in mind that it is a Wednesday, December 19, when Kelly first calls. He wants to leave on December 26, the day after Christmas, just three working days to get the reservations, confirmations, interview dates, etc. To save time, Jeser orders the tickets from a local travel agent, who insists on a check for the nearly $5,000 in airline tickets. To cover a Federation check he writes, Jeser receives permission from Rosen to use his $5,000 pledge payment to cover the check. There was never any question that they felt the trip could be a large influence in getting Kelly to think, and possibly Upholds Kelly's israel Record Dear Editor: Just for the record, there As you pointed out in have only been two "Israel your headlinestoryofJune Bills" in the House during 13, I have just finished a Kelly's tenure.
