Nicaragua: Following the Sandinista takeover, the government has kept the PLO at bay despite what a Sandinista spokesman said was a "long standing blood unity between us and the Palestinians.'" The Sandinistas have thus far not provided any clear signals on the direction of foreign policy, particularly with regard to future PLO links. Panama: Has permitted an unofficial PLO office with Libyan financing to operate under the banner ofthe"Panamanian Arab League of Solidarity with the PalestinePeople and the PLO.'" Panama's president, Aristides Royo, has described Arafat as a "true and peaceful leader." Peru: Permitted establishment e  a PLO office -- although without diplomatic status -- last year. It was speculated that this was the quid pro quo for the setting up of an Arab-financed bank in Lima. Venezuela: According to recent statements by Venezuela's president, the government may be inclined to grant the PLO some kind of representation. A PLO office is already operating unofficially at a university in the city of Valencia, carrying out propaganda activities among students and the poor. The Caribbean: Despite the presence of some states ideologically aligned with the Soviet Union and the Arab bloc -- such as Cuba, Jamaica and Grenada -- only Cuba in the entire island area has welcomed a PLO presence. Jamaica. for example, has ignored a plea by a high-ranking PLO delegation, in September. 1979. for the establishment of an office there.
